Welfare Schemes


1.   Sharing of Profit from Tendu Leaves trade


The  profit earned from the trade of Tendu Leaves till 2007 season was distributed in the following manner.


  1. 70 % of profit as incentive wages to the collector of Tendu leaves.
  2. 15 % of profit for village resource development.
  3. 15% of profit for the development of forest and forest produce.


From the collection year 2008 onward profit earned from the trade of Tendu Leaves is distributed in the following manner.

 

  1. 80 % of profit as incentive wages to the collector of Tendu leaves.
  2. 15 % of profit for collection, sale, godowning and value additon of non-nationalised minor forest produce.
  3. 5% of profit for the temporary reimbursement of losses of societies.

 

Primary Co-operative Societies are the basic unit for calculating the amount of profit. This results in competitive spirit among primary co-operative societies so as to earn maximum income through quality control. The following table gives the details of the distribution of incentive wages distributed.

2.   Distribution of Charanpaduka's (Shoes) to Gatherers of Tendu leaves


The Govt. of Chhattisgarh decided to provide Charanpaduka (Shoes/Chappal) to one member in each family of Tendu leaves gatherers from 2006-07 onwards. Only those families are eligible for above who collects minimum 500 gaddies in at least one year in preceding two years. To achieve this M.F.P. Federation invites e-tender at National level in which standard shoes manufacturing companies are participating. The details of charanpaduka distributed in different years are as follows :-

3. Social Security Schemes:-

 

(a) Rajmohini Devi Tendu Leaf Collector Social Security Scheme:-

 

With the aim of providing economic and social security to the tendu leaf collector family, a new scheme has been operated from 01.04.2024 in coordination with the Chhattisgarh Government, Forest Department and Chhattisgarh State Minor Forest Produce Cooperative Federation. This scheme has been operated in place of Shaheed Mahendra Karma Social Security Scheme. This scheme is applicable for the head of the registered tendu leaf collector family whose age is between 18 to 50 years on the date of death.Under the scheme, assistance amount is provided as follows:-

Apart from this, the head of the registered tendu leaf collector family whose age is between 50 years to 59 years on the date of death is provided assistance as follows:-

For the implementation of the scheme, 75 percent amount will be borne by the Chhattisgarh Government, Forest Department and the remaining 25 percent amount will be borne by the Chhattisgarh State Minor Forest Produce Federation. Continuous efforts are being made by the Chhattisgarh Government and Chhattisgarh State Minor Forest Produce Federation Limited to empower the tendu leaf collector family economically and socially. In the past also, various schemes were run to provide economic and social security. The financial year wise payment details are as follows:-

(b) Collective Security Scheme (Run by Federation):-

 

Tendu leaf collectors will be entitled to get benefits under this scheme if the age of other registered members of the family, except the head of the family, is between 18 years to 60 years at the time of natural / unnatural death. The claim amount will be paid directly to the head of the family.


The scheme is being operated by Chhattisgarh State Minor Forest Produce Federation Limited from the year 2020-21. Under the scheme, Rs 12,000/- is paid to the head of the family (claimant) of the deceased tendu leaf collector. To be eligible for the scheme, the tendu leaf collector family should have collected 500-500 bundles of tendu leaves in the last 02 seasons before the death.

(c) Group Insurance for Managers of Primary Forest Produce Co-operative Societies:-

Managers of primary forest produce cooperative societies are insured under the group insurance scheme of Life Insurance Corporation of India. On the death of the manager, the amount of Rs. 1,00,000/- is paid to the claimant nominated by him. The number of insured managers in the year 2025-26 is 741.

 

(d) Group Insurance of Phadmunshis of Primary Forest Produce Co-operative Societies:-

Tendu pattaphadmunshis of primary forest produce cooperative societies are insured every year under the group insurance scheme of Life Insurance Corporation of India. In which on the death of Phadmunshi, the amount of Rs. 1,00,000/- is paid to the claimant nominated by him. 9,667 Phadmunshis have been insured for the year 2025-26.

 

4. Education Promotion Schemes

 

Education schemes have been started for the children of head of tendu leaves gatherer families who have collected 500 or more gaddies of tendu leaves in at least one of the last two years.

 

(a) Award to the meritorious student

The scheme has been launched from the education session 2011-12. In every Primary Co-operative Society one boy and one girl from the children of tendu leaves gatherers family heads, who score the highest marks, are being given the following cash awards :-

To encourage the professional education after 12th exam like Medical, Engineering, Law, MBA and Nursing etc, one student in every Primary Co-operative Society who scores maximum marks in 12th exam is given scholarship as follows :-

From 2015-16 onwards the above scholarship will be provided to all the Scheduled Tribes students who take admission in B.Sc. Nursing courses in Bastar Revenue Division.

(d)  Education Incentive scheme for Talented Students

  • This scheme has been started from the year 2012-13 for every talented student.

  • under this scheme all the girls and boys who score more than 75% marks in class 10thexam and class 12th exam get Rs. 15,000/- and Rs. 25,000/- respectively as award.
